Patiala: Transfer of criminals from one jail to the other will now be done under the direction of an SP-level official in each region. The official will be held accountable in case a criminal runs away from the police network.

In addition, the state administration has recognized that lack of preparations for the escort party and no officer to watch their progress are the matters, Which require instant attention.

The administration has intended to take on a standard operating procedure (SOP) for taking prisoners for court trials, stress more on video conferencing technology and work out problems confronted by policemen escorting the criminals.

Govt firms up norms for taking out convicts for court hearings

2 days after three prisoners runaway from police charge after slaughtering a head constable in the city of Bathinda, two of the charged were today killed, the administration has decided to renovate the complete system of taking prisoners for court hearing. Special orders have already been forwarded to the Superintendent Police (HQ) in every region, designated as the nodal official, to make sure secure transport of prisonors for court trials.

“The SP will be accountable till the police group from his region hands over criminals back to the prisons,” stated DS Bains, Principal Secretary, Home.

“A time and travel schedule for all criminals being shifted from jail to court and back will be drawn by the SP,” Bains added.

Thus far, in case a criminal runaway from the police network, only the accompanying policemen confonted action.

Bains added that from now on, no police officer would go with a criminal for over one instance to stay away from their regular contact. “Recently, a few lapses on part of senior officers have come to our knowledge wherein they never took the job of escorting criminals seriously. Now, the accountability will be with the SP (H) who will liaison with other region counterparts,” Bains stated.

Usually, the accompanying policemen have no provision for food. They choose roadside eateries and pay from their own pouch. “We will ensure that some arrangements are made for them in every region so that the policemen do not stop wherever they feel like and in case they do, the local police is involved”, claimed Additional DGP (Law and Order) Dinkar Gupta.

“We will take the jail officials into confidence and depend more on videoconferencing,” Dinkar Gupta added.

Persistently, the escorted charged paid for the food of the policemen to get friendly with them. “This is precisely what happened in Bathinda where criminals got time to procure chilly powder,” said a senior police officer.

Instructions have also been fowarded to jail officials to arrange for canteens within the prisons so that the visiting relatives of prisoners purchase food from there. “This will make it difficult for the relatives to pass on drugs, weapons and other stuff hidden inside eatables to the prisoners”, said Bains.

“He may have been on drug overdose previously but had been under tight supervising of late,” he added.

This morning, he was taken to the Civil Hospital after the medical facilities inside the prison were found short to deal with his declining situation.

Sandeep’s role in the attacks

On the day of the Shingar Cinema attack in the year 2007, Singh, co-charged Gurpreet, Harminder and Rinku reached the cinema in an autorickshaw (driven by Rinku). Whilst others kept sitting in the three wheeler, Rinku entered the theater and set the bomb.

The notice had come after the sensational escape by Jagtar Singh Hawara from the Burail prison in the city of Chandigarh.

The fervor and promise of a single man resulted into the plantation of approximately 25,000 plants in the city of Patiala in Punjab — a noble attempt to revitalize the green cover of this famous city and conserve surroundings.

“From the past 3.5 years, our organization had carried plantation of around 25,000 tree saplings in many areas of Patiala district,” Rajneesh Kumar, a research scholar and president of the Paryavaran Welfare Society (PWS), told the Epoch Times.

The PWS was set up in the year 2009, as a scheme to uphold biodiversity, guard “paryavaran” (environment), and save energy resources at local level.

Green Vision: A Young Indian’s Promise To Save Surroundings

To keep an eye on saplings’ endurance rate after plantation, the group visits each plantation site after a period of 15 days. The inhabitants who volunteered to assist in preservation of the floras were made fellow members of the association, thus creating consciousness and involving the local society.

“As action speaks louder than mere education in the form of lectures, villagers are now getting involved in caring of trees.” “The tree saplings planted by our organization are growing in healthy condition and their survival percent is above 90 percent.”

Trees uphold ecological poise and are necessary from the facets of human endurance and sustainable growth.

But, as per a report by the Forest Survey of India (FSI), the forest and tree cover of the nation is 78.29 million hectare that makes 23.81% of its geographical region.

Fifteen Indian states recorded overall increase of 5,000 sq km in their forest cover with Punjab leading with augmentation of 100 sq. km.

Owing To Right Links, CA Obtains VIP Treatment In Prison

Though the priosn in the city has quite a line-up of VIP convicts – an ex deputy commissioner, SSP, ex MLA and powerful Akali heads, besides a top collector of internal revenue – the one whose special care overshadows others’ is Ashwani Gupta, a CA detained by the CBI on April 3 from the city of Jalandhar for allegedly being the middleman in a bribery deal.

Ashwani has served on the board of SBoP, where he headed the audit group, is an associate of the steel consumers’ council of the union administration, and is a special guest to the direct taxes group of the Institute of Chartered Accountants of India (ICAI).

Owing To Right Links, CA Obtains VIP Treatment In Prison

However, perhaps most especially, the Doaba-based CA, in judicial detention since April 8, is a financial adviser to 6 current and ex ministers of Punjab, two of whom are learnt to have called the jail superintendent to make sure he receives VIP treatment.

Hence, there’s no limit of visitants or outdoor food, he obtains mineral water, and the deputy superintendent visits him on a daily basis, as per a upper-level officer who provided the data on the condition of namelessness.

Ironically, even IT DC TK Bhattacharya, who was detained together with Gupta at Jalandhar for taking a bribe of Rs. 6 lakh from a businessman to hush up a tax nonpayment case, only has his family members visiting him. At the time of detaining Gupta and the Indian Revenue Service (IRS) officer Bhattacharya from Gupta’s residence, the police had detected Rs. 67.5 lakh there.

So sound is Gupta’s closeness to the political circle, which aides of a cabinet head reportedly visited the prison to meet him and monitor the VIP facilities.

Others who have met him – without making an entry in the file – comprise an additional director general of police (ADGP)-level officer placed at the HQ in Chandigarh, 2 inspectors-general, several businessmen and political leaders.

“He is the CA of almost all big industrial houses in Doaba in which politicians have invested their money directly or indirectly. They must be worried what he could have told the CBI,” remarked a jail officer, who stated that he was surprised how he gets even better cure and more visitors than ex Patiala DC and IAS officer Vikas Garg, charged in a Rs. 200-crore land scandal, and ex MLA and Akali head Mangat Rai Bansal, who was recently handed 7-year jail in a fraud case.
