‘Balri Rakshak Yojana’ Not Getting Positive Response
A state- supported welfare plan to support the birth of more girls to reinstate the stability in sex proportion is running dud for the last 8 year period.
Since the year 2005, just 66 couples have registered themselves in Patiala region under the Balri Rakshak Yojana started by the Punjab administration.
On a monthly basis, the said plan puts Rs. 500 into the account of every female who is a single kid of non-income-tax-paying parents who preferred for sterilisation after her delivery.
The female obtains the incentive till the time she is 18 or until any of the parents turn into tax payer. The incentive gets increased to Rs 1,000 if the parents have only two female kids and yet have gone in for sterilisation. Papers accessible with media confirm that 6 pairs lodged in the year 2005, 13 in the year 2006, 10 in the year 2007, 3 in the year 2008, 10 in the year 2009, 6 in the year 2010, 9 in the year 2011, and another 9 in the year 2012. The majority of these pairs were from rustic zones.
“Punjab administration failed to endorse the plan,†stated a health section worker in the region (on the condition of secrecy, as the worker is a govt employee and not allowable to talk with the press with official authorization). “There are a lot of pairs who, despite having only a daughter or two in addition to them in family, are yet to lodge under the plan. The terms for claiming the assistance are too severe, perhaps.â€
The most rigorous of the conditions is permanent sterilisation. “A lot of poor pairs having 2 daughters however the terror of sterilisation keeps them away from the plan,” added the source. “The section is attempting its best make extra people conscious of the system,†added civil surgeon Dr Virinder Singh Mohi. “Crosswise Punjab, the system has the identical reaction. We’ll now discuss it in seminars and training programmes.â€
