While talking to press persons at IET Bhaddal Technical Campus near Ropar, Dr. S S Johal, Central University of Punjab, Bathinda, Chancellor and noted economist made this declaration.
Dr. S. S. Johal stated that the administration was making expenditures on diverse needless things without any precise planning. Mentioning the appointment of Parliamentary Secretaries in this regard he stated that according to regulation, the number of ministers in the Cabinet had been fixed.
But, the state administration had made the appointment of a large number of Chief Parliamentary Secretaries that not only overcomes the purpose of law but also put gigantic financial load on the administration.
He added that tax avoidance was occurring in Punjab and government agencies were not taking efficient steps to check such tax evasion. In contrast, some functionaries themselves encourage tax evasion for their own conditions.

Dr. S. S. Johal also opposed the discretionary grants quota for the minister. He also advocated the establishment of a self-regulating university in every town.
Dr. Johal stated that there was injustice in education structure. “The kids of rustic regions are not acquiring appropriate education chances and facilities as against urban regions.
“In the same way, there is also a large gap of education criterion and facilities between administration and Public schools,” Johal added that all the kids should have level playing turf for education.
